Permanent Secretary


The Office of the Governor is the seat of the Executive arm of the State Government and the hub of the Administration. To perform the functions of the office is His Excellency, the Executive Governor, His Excellency, the Deputy Governor, assists him. The office is saddled with a wide range of responsibilities which is summarized as follows:

 

FUNCTIONS

  1. Constitutional functions as specified in the constitution of the Federal Republic of Nigeria for the Head of State Government and his Deputy.

  2. Co-ordination, supervision and re-organization of the machinery of State Government and the Parastatals.

  3. Monitoring and implementation of Government decisions and policies.

  4. Inter-Government Relations.

  5. Relations with Religious Bodies and Non-Governmental bodies.

  6. Prerogative of Mercy.

  7. State Protocol Matters.

  8. Management of Government Guest Houses.

  9. National Honours, Titles and Decorations.

  10. Issuance of Certificate of Occupancy in liaison with the Ministry of Lands and Housing.

ORGANIZATIONAL STRUCTURE

To perform the responsibilities listed above, the Office is structured into the following Departments/Sections:

i.                     General Administration Department

ii.                   Protocol

iii.                  Press Affairs

iv.                 ADC’s Office

v.                   Security Unit

The Permanent Secretary is the head of the General Administration Department.

The Protocol Directorate has the Director of Protocol, currently in the person of Aniekpeno Mkpanang. The Directorate of Protocol carries out matters of protocol, which include arrangements of His Excellency, the Executive Governor's tours and accommodation of guests.

The Directorate of Press Affairs has the Director, currently in the person of Mr. Usoro Usoro. The Directorate of Press Affairs handles matters of publicity of His Excellency, the Executive Governor's activities.

PROJECT AND PROGRAMMES

The Office of the Governor is essentially a service and coordination center, providing service and functional guidance to Ministries and other Government Departments. Nevertheless, it has few programmes and some equipment to supervise and maintain. These include the maintenance of Government Guest Houses, Motor vehicles, Plants and Equipment, and an improvised fuel (petrol) dump.

It is with utmost gratitude to God and immeasurable joy that I stand before you today as your Executive Governor. On behalf of my wife, your first lady; my entire family, my deputy and his dear wife, I thank you, my people, for voting en masse for PDP in the general elections of April 14 and 21/26/2007. I salute your maturity, courage and peaceful disposition during and after the elections. I salute you for reposing your confidence in me right from the primaries of December 14, 2006 and bringing it to a climax on April 14, 2007. I assure you that your decision shall never be in vain. Today, we celebrate our self-worth as a people and our ability to strengthen democratic ideals by voting according to our conscience. We have taken the right step in our march towards a glorious future.

 

Fellow citizens, this is a new era signifying a renewal and symbolizing an end as well as a beginning. Above all, we are witnessing, not just the beginning of another chapter of history but beholding the actualization of God’s will in Akwa Ibom State.
